How Chennai Land Records Actually Work

Chennai is the one city in Tamil Nadu where the usual patta based verification does not fully apply, and buyers who follow generic Tamil Nadu advice often check the wrong record entirely.

Inside Chennai district, the TSLR extract replaces patta

Chennai district maintains Town Survey Land Register extracts rather than the patta system used across the rest of Tamil Nadu. For a property inside Chennai city limits, the TSLR extract is the land record to verify. Asking for a patta on a Mylapore or T Nagar property and accepting its absence as normal is how buyers miss a record problem.

Patta and chitta serve different purposes

Outside Chennai district, patta records the holder and the survey details, while chitta records the classification and revenue position of the land. They answer different questions and a transaction in the suburbs needs both, together with the adangal for cultivation history where the land has an agricultural past.

TNREGINET carries the registration history

The encumbrance certificate, showing registered sales, mortgages, gifts, releases, leases and attachments, is obtained through the TNREGINET portal. Land records and registration records are separate systems, and a property clean on one can carry a charge on the other.

CMDA or DTCP decides whether the layout is approved

Within the Chennai Metropolitan Area, planning permission comes from CMDA. Beyond it, DTCP is the approving authority. An unapproved layout, or one approved by the wrong authority for its location, affects both loan eligibility and the ability to build.

Guideline value is not market value

Stamp duty is computed on the guideline value published for the street or survey number, or the consideration, whichever is higher. Undervaluing against guideline value invites a reference for under valuation, and that proceeding follows the property rather than the parties.

Patta transfer does not happen automatically on sale

Registration of the sale deed does not transfer the patta. A separate application for patta transfer or name change is needed, and until it is done the revenue record continues to show the seller, which blocks clean mortgage and resale.

Joint patta never separated

Several co owners hold a single patta and one of them sells their share. Without separation the buyer inherits the dispute, and the revenue record cannot be corrected without every holder joining or a court direction.

Registration completed but patta transfer forgotten

The deed is registered and the buyer assumes the record follows. It does not, and the omission surfaces years later when the property is mortgaged or sold.
